Changes in European Union roaming regulations as of 01.01.2022

As of 01.01.2022 Yettel increases the volume of your megabytes provided under the EU Regulation for roaming in the EU zone.

You can check the specific amount of the included MB within the EU roaming zone for free in the mobile application Yettel or on lp.yettel.bg at any time.

After the change, in case in your plan there is a mobile internet roaming volume restriction in the EU roaming zone, after the depletion of this volume you are able to continue the using of mobile internet in roaming within the EU roaming zone with a surcharge of 0,00489 VAT exclusive instead of 0,0058 BGN VAT exclusive as before.

The reason for this change is the enactment of the Art. 12 part. 1of the EU Regulation 531/2012, which reduces the regulated wholesale price per MB of mobile internet traffic within the EU roaming zone (from 3,0 EUR to 2,5 EUR per 1 GB).

Changes in EU Zone Roaming charges and conditions applicable from 15.06.2017

Regulation 531/2012 of the European Parliament and of the Council (the ‘Regulation’) eliminating voice, SMS and data surcharges within the European Union Zone (EU, Iceland, Liechtenstein and Norway) comes into force on 15.06.2017. Commission Implementing Regulation (EU) 2016/2286 lays down the rules of a fair use policy which operators may apply with regard to regulated retail roaming services. Operators may apply regulated surcharges on all regulated roaming services in cases where the EU fair use policy is breached.

Conditions and charges for voice and SMS from/to European Union Zone (including Bulgaria) and Internet access in EU Zone countries:

• Outbound traffic and SMS from/to European Union Zone countries (including Bulgaria) will be deducted from domestic minute and domestic SMS bundle volumes. Following exhaustion of such domestic minute and SMS bundle volumes or where the tariff plan does not include such volumes, the applicable charges will be calculated on the basis of the per minute/SMS rates set out in the respective subscription plan for calls/SMS to other national networks. Where the domestic subscription plan includes roaming minutes, these will continue to be valid at the conditions applicable so far. Inbound roaming calls will not be charged;

• For each roaming MB within EU Zone:

‒ In the case of an ‘open data bundle’ subscription plan, the Operator may impose a restriction on the volume of data roaming retail services at the domestic retail price equivalent to twice the volume obtained by dividing the overall domestic retail price of that open data bundle, excluding VAT, corresponding to the entire monthly billing period by the regulated maximum wholesale roaming charge. Upon exhaustion of this volume you may continue to use data roaming services with such surcharge per MB as is equal to the regulated maximum wholesale roaming charge.

‒ Where the Operator does not impose restrictions on the volume of data roaming retail services, users may use up the entire data volume in Bulgaria and in EU Zone in accordance with domestic charges and terms. The specific amount of in-bundle MB for the EU Zone may be viewed free of charge at lp.yettellbg or via the Yettel application at any time following entry into force of the new conditions.

If you choose an alternative roaming tariff you will not be able to use the conditions applicable to your domestic subscription roaming plan in EU/EIA member states.

‘Open data bundle’ means a tariff plan for the provision of one or more mobile retail services which does not limit the volume of mobile data retail services included against the payment of a fixed periodic fee, or for which the domestic unit price of mobile data retail services, derived by dividing the overall domestic retail price, excluding VAT, for mobile services corresponding to the entire billing period by the total volume of mobile data retail services available domestically, is lower than the regulated maximum wholesale roaming charge.

Frequently asked questions

No. Roaming charges will not be ‘eliminated’ as such but will be calculated in a different manner to make the service cheaper and more convenient for travelling consumers. In other words, while travelling within the EU Zone you will be able to use your mobile phone and your subscription plan like at home, under certain conditions.

The change applies to all clients, both those who have a long-term contracts and holders of pre-paid cards.

No, this will not be necessary. The change in charges will be applied automatically by Yettel and you will not be required to take any steps.

The entire portion. If, for example, your subscription plan provides unlimited calls to all domestic networks you will be able to call all numbers within the network of an EU Zone operator without limit. If you use a specific bundle you will be able to use all of the minutes provided and, where the volume is exhausted, Yettel will charge you for each out-of-bundle minute in accordance with your domestic subscription plan.

Whenever you are abroad, any calls you make will be charged as calls to other domestic networks in accordance with your domestic subscription plan.

The same applies to messages. If your tariff plan includes a bundle of domestic SMS, you will be able to use this volume without restrictions to all EU Zone numbers. If your plan does not include free messages, Yettel will charge you in accordance with your domestic subscription plan.

Nothing. After 15 June 2017 inbound calls and SMS in the EU will be free of charge.

This is slightly more complicated. If your subscription plan includes a domestic data bundle, you will be able to use your MB limit while travelling in the EU Zone, although some restrictions may be applicable. Yettel will either provide you with a specific data volume or you will be allowed to use your entire current bundle when roaming with no surcharge. Information on the specific MB volume to be used in EU Zone are available to all clients since 15 June 2017 through the Yettel application or via the mobile portal lp.yettel.bg, dedicated to roaming management.

In this case Yettel will apply a surcharge of 0,00587BGN including VAT, for each additional MB. Yettel will notify you when you reach 80% of your roaming limit and once again – when you have exhausted your limit.

This will be regarded as roaming outside EU Zone and the call will be charged in accordance with the applicable Yettel tariff.

No, this is an international call and will be charged as such in accordance with Yettel’s tariff plan.

No. The concept behind the new regulation is to provide customers with cheaper and better services when travelling. If you spend more time abroad than at home, Yettel will start applying a charge on your roaming consumption.

Yettel detected that you have a prevailing presence (more than 50% of the days) and a prevailing consumption of mobile services (more than 50% of your total consumption) within the EU Zone for the past 4 months.

Yettel has the right to impose a surcharge on the regulated mobile roaming services within the EU zone when there is a prevailing presence and consumption in the EU zone for purposes other than periodic trips. Yettel will notify you and after 14 days the surcharging for your consumption may start. This means that the minutes, SMS and MB provided under the EU Regulation for roaming in EU zone will only be valid in Bulgaria and you will not be able to use them in EU. If you have a limited volume of MBs provided for roaming in the EU, you will also not be able to use it. The minutes, SMS, and MB used in the EU Zone will be charged.

Yettel will cease to apply the surcharge and re-apply the regulated roaming prices within the EU zone when it is found that over the previous 4 months there is a prevailing presence or prevailing consumption in the Yettel’s network.

As long as your phone logs onto Yettel’s network once a day and we are aware that you are not a permanent resident of another country, you will be able to take advantage of the new rules.

•As of 15.06.2017 the customers upon postpaid and prepaid plans will be eligible to use the national minutes and SMS included in their plan for outgoing SMS sending and calls in roaming within the EU roaming zone to Bulgaria, the European Union and country of residence.
•After depletion or in the absence of national minutes and SMS the outgoing SMS price and call price in roaming within the EU roaming zone to Bulgaria, European Union and the country of residence is the SMS price and call price to other national networks according to the plan.
•The MBs included in the plan are also available for use within the EU roaming zone, but some limitations are possible. Yettel will provide some quantity of MBs (defined according to the Fair use policy), or you will be able to use all current included MB in roaming without additional payment. Information on the specific quantity of MBs for using in roaming within the EU roaming zone is available in the mobile application Yettel
•After depletion or in the absence of national MB the terms and the prices of the MB in the EU zone are like national ones.
• After depletion of the MB (defined according to Fair use policy) the mobile internet price per MB within the EU roaming zone is equal to the regulated maximum wholesale roaming price.
• This is valid only for customers upon prepaid plans with authorized roaming service.

In relation with the expiration of the transition period following the United Kingdom leaving the European Union, we inform our customers that at present no changes to the roaming charges are planned as of January 1, 2021. Outgoing calls to premium rate numbers offered by the telecommunication operators in the country, where you are roaming in, are charged per 60 seconds with minimum initial charging of 60 seconds.

Sending and receiving fax messages in roaming is at the prices of voice calls.

When failing to observe the rules of the Fair use policy in roaming within the EU roaming zone for a specific service Yettel is eligible to apply charges for this roaming service according to Art. 76E from the General terms. When receiving a notification under Art. 76E from the General terms the customer is entitled to provide evidences that he is not using roaming for purposes different from periodic travels by electronic means, orally or in written form.

When mobile internet usage in roaming is being charged on standard prices then the limit for mobile internet in roaming applies.

B Call & Surf Europe add-ons are valid for business customers who use mobile postpaid plans.

B Call & Surf Europe add-ons include outgoing and incoming minutes, outgoing SMS and internet traffic while roaming in the European Union (EU) zone and zone Other countries in Europe.

Included minutes, SMS and megabytes apply only when:
•incoming calls from all over the world to numbers from the countries of these zones;
•outgoing calls from the visited country (of these zones) to numbers from the visited country;
•outgoing calls from the country in these roaming zones to numbers from countries in the Zone European Union;
•outgoing SMS from the country in these roaming zones; and
•mobile internet in roaming in the country in these roaming zones.

Included minutes are not applicable and could not be used for outgoing calls from the country in the zone European Union to numbers from the countries in zone Other countries in Europe and they are charged according to the standard roaming prices.

Important!

Maximum 30% of covered services may be used to and from countries of zone Other countries in Europe (excluding Switzerland where 100% of covered services are available).

After the included roaming usage is depleted or the validity period of the add-on expires, whichever is sooner, and if another add-ons is not purchased roaming services usage in countries in the zone European Union will be charged according to standard roaming price in zone European Union and if the usage is in the zone Other countries in Europe - according to standard roaming prices in zone Other countries in Europe.

Should you have an active add-on for mobile internet in roaming, such as Roam&Surf and/or minutes, SMS or MB included in your postpaid plan, and/or active B Call & Surf Europe add-on, and/or another add-on with roaming units included, their depletion will carry out with the following priority:
•first will be depleted minutes, SMS and MB included in the active B Call & Surf Europe add-on;
•consequently will be depleted MB included in the active Roam&Surf add-on for mobile internet in roaming;
•minutes, SMS and/or MB included in your subscription plan;
•any other add-ons that include minutes, SMS and MB in roaming.

New add-on B Call&Surf Europe could be purchased at any time regardless of whether the validity of the existing one has not been expired. The new add-on will replace the existing one at the time of the purchase and any volumes left will be lost.

Minutes, SMS and MB included in the add-on that are not exhausted with the validity period of the add-on will be lost.

Included minutes are not available for calls made to the number of value added services.

Minutes included:

•When the customer is located in a country of the European Union zone and calls to numbers from this zone, visited country, or Bulgaria, outgoing calls are charged per second with minimum initial charging interval of 30 seconds.
•When the customer is located in country in the zone Other countries in Europe and calls numbers from the zone European Union or visited country, outgoing calls are charged per 60 seconds with a minimum initial charging interval of 60 seconds.
•Incoming calls in the European Union zone are charged per second. Incoming calls to numbers in zone Other countries in Europe are charged with 60 seconds minimum initial charging time of 60 seconds.

•The initial and secondary charging interval of mobile internet is 100 KB.
•In case the included minutes, SMS are depleted before its validity expiration, they will be charged according to the standard prices in roaming or under the terms and conditions of other active add-ons.
•„In case MB included in the Call&Surf EU add-on are depleted, surfing in roaming will continue on standard roaming rates, until customer visit at http://lp.yettel.bg, or dial * 105 # and choose one of the options.

Purchase an add-on

You can purchase an add-on Roam&Surf with included traffic for mobile internet in roaming anytime you are in Bulgaria or abroad, by one of the following ways:

• through Yettle web portal at my.yettle.bg
• free of charge at lp.yettle.bg
• by free dialing of *123#

Advantages

• free check of your usage at lp.yettle.bg
• you can benefit from low prices for mobile internet while abroad, without having to choose preferred networks.

Deactivation of an add-on

• by sending an SMS to number 12116 with text “STOP”;

• SMSes sent in Bulgaria are free of charge
• SMSes sent abroad are charged according to the standard prices in roaming

• by dialing *123#, option 4 and choosing 3/1

If you select this option, you will change over to charging of mobile internet in roaming according to the standard roaming prices.

In case at the moment of deactivation you have not depleted the entire amount of included MB in the add-on, the remaining MB will be lost.

Terms

• The purchased add-on can be used for browsing via mobile phone or computer.
• The add-ons for zone European Union can only be used in this zone.
• Add-ons for zone Other countries in Europe can be used for this zone, as well as for zone European Union. For EU zone can be used after provided MB for roaming in zone EU. Add-ons cannot be used for zone EU if there is active data package valid for Bulgaria and EU on high or low speed.
• Add-ons for zone Countries outside Europe can be used for this zone, as well as the other two zones. For EU zone can be used after provided MB for roaming in zone EU. Add-ons cannot be used for zone EU if there is active data package valid for Bulgaria and EU on high or low speed.
• The minimum initial and subsequent charging of mobile internet is 100 KВ. 1 МВ is equal to 1024 KВ. This applies to Blackberry service customers as well.
• The Roam&Surf add-on can be activated within 30 days of purchasing it. A purchased add-on is activated by the first internet session, made within 30 days of the purchase in a roaming zone the add-on can be used in. The validity of the add-on starts from the moment of activation.
• Subsequent additional add-ons for the same roaming zone may be purchased in roaming both before the expiry date of the current bundle and after exhaustion of the MBs included therein, and in case the customer uses mobile Internet under standard roaming charges. Purchased additional add-ons while there is an active and not exhausted initial add-on are activated at the time of purchase and are automatically added to the current one.
• When 80% and 100% of the included MB are depleted, each client will be notified via SMS and then roaming surfing continues at standard roaming rates.

What happens to mobile internet roaming limit if I activate a Roam&Surf add-on?

When purchasing a Roam&Surf add-on, its price and the traffic included in it are not a part of the limit for mobile internet in roaming.

Example 1:

You have activated the Roam&Surf service and you have purchased a mobile roaming internet add-on Roam&Surf EU M for 10,99 BGN (VAT inclusive), and you have active limit for the service mobile internet roaming − 117,35 BGN (VAT inclusive). In this case:
• The maximum amount that may be charged in your invoice for using mobile internet in roaming is 117.35 BGN + 10.99 BGN = 128.34 BGN (VAT inclusive).
• The internet traffic generated by the service mobile internet roaming in the countries from zone European Union will be deduced from the included MB in the add-on Roam&Surf EU M.

Example 2:

You have only activated limit for internet while roaming in EU − 117.35 BGN (VAT inclusive).
• The maximum amount that may be charged in your invoice for using mobile internet in roaming is 117.35 BGN (VAT inclusive).

All prices are VAT exclusive.

FAQ

How to control our GPRS bill in roaming?

According to the EU Roaming regulation, Yettel provides a protective mechanism, which helps you to avoid high roaming bills for mobile internet while abroad.

The limit is 97.79 BGN (excl. VAT), valid for one billing period.

What is happening when I reach the limit of mobile internet while roaming?

When 80% and 100% of the limit is reached, you will receive a notification message. Once you have reached 100% of the limit, service mobile internet in roaming will be stopped.

Should you want to continue using the service mobile internet in roaming after reaching 100%, please contact your sales representative and if you are customer serviced via retail store- Customer care at 123 (+359 89 123 from abroad). In case you choose to continue using service mobile internet in roaming, you will have the limit of 97.79 BGN (excl. VAT) activated again at the beginning of the next billing period. 

How to activate and deactivate the limit for the service mobile internet in roaming?

Activate or deactivate limit for mobile internet in roaming online at yettel.bg.

If you want to deactivate the limit for mobile internet in roaming, you need to contact your sales representative or visit a Yettel store, where you need to fill in a request form for deactivation of the limit.

In that case only the main credit limit will be applicable. When the latter limit is reached, the limit for mobile internet in roaming will be disabled regardless whether the limit was reached or not.

In case you have decided to deactivate your limit but at a later stage you wish to have it activated again, you will need to contact your sales representative or submit a request for activation in a Yettel store.

How could I activate roaming service?

It is necessary to contact your sales representative and ask for more information.”

IMPORTANT: After July 1, 2014 you may use Alternative roaming service providers other than Yettel in the European Union, while continue to use roaming from Yettel in the other countries.

How can I deactivate roaming service?

To deactivate international roaming service, please send free SMS message from Bulgaria to number 1210 with text "D". SMS messages sent from abroad will be charged according to Travel'n'Talk roaming plan.

How much does it cost to use mobile services while you are abroad?

When you are abroad, the way you are charged depends on the zone you have visited and the services you have used according to Travel'n'Talk roaming plan. The main principles are:

• Receiving text messages (SMS) is free of charge.

• There is no difference in charging of standard and video calls (applicable for both incoming and outgoing calls)

• Usage of mobile services in roaming is based on reports regularly provided by foreign mobile operators abroad whose networks you registered in and you are charged based on that usage accordingly. The preparation time for those reports might vary in different operators. Consequently, your usage of roaming services might be included in the next invoice from Yettel, instead of the one issued immediately after your return back.

Advices

• If you are living close to Bulgarian border areas, have roaming service activeyou’re your phone is on “automatically network selection” mode, there is a feasible risk of registering to foreign operator’s network even if you are still on Bulgarian territory. In such case, you have access only to the services available in roaming and you will be charged according to Travel’n’Talk roaming plan.

• In order to prevent such unsolicited charges while you are on Bulgarian territory, you should switch to “manual network selection" mode on your device by choosing Yettel network by default.

• Before traveling, please check if the electrical contacts in the country you are traveling are compliant with the charger of your mobile phone as well as whether your mobile phone will work properly on the operating frequencies of the network that you intend to use. It would be the best option if your phone is quad-band. You will have mobile connection in any part of the world.

• Yettel makes sure that all its customers located abroad are fully aware of roaming prices of all mobile services available in the visited countries. SMS notification with applicable prices is sent once you have registered in foreign network.

• Should you prefer not to receive additional information for roaming charges, dial *123#, option 4 and select 4/1 option. If you would like again to receive information about roaming charges, please dial *123#, option 4 and select option 4/2.

 

If you plan to use permanent roaming services in Turkey

 

Under Turkish law 7186 & 23, permanent roamers will have limited access to Turkish mobile networks.

This law applies to a permanent roaming users of mobile data.

A permanent roamer of mobile data is defined as: a user of roaming services from the same IMEI for 91 days (accumulated) or for a period of more than 120 days.

If classified according to the above description, the access to the Turkish mobile network of this user will be suspended and notified with a text message from the respective Turkish operator.
