Changes in European Union roaming regulations as of 01.01.2022

As of 01.01.2022 Yettel increases the volume of your MBs provided under the EU Regulation for roaming in the EU zone.

You can check the exact amount of the included MBs within the EU roaming zone for free in the Yettel app or on YettelApp or on lp.telenor.bg at any time.

After the change, if there is mobile internet roaming volume restriction in the EU roaming zone, after the depletion of this volume, you are able to continue using mobile internet in roaming within the EU roaming zone with a surcharge of 0,00587 BGN (VAT included), instead of 0,0070 BGN (VAT included) as before.

The reason for this change is the enactment of the Art. 12 part. 1of the EU Regulation 531/2012, which reduces the regulated wholesale price per MB of mobile internet traffic within the EU roaming zone (from 3,0 EUR to 2,5 EUR per 1 GB).

Changes in EU zone Roaming charges and conditions applicable from 15.06.2017

Regulation 531/2012 of the European Parliament and of the Council (the ‘Regulation’) eliminating voice, SMS and data surcharges within the European Union Zone (EU, Iceland, Liechtenstein and Norway) comes into force on 15.06.2017. Commission Implementing Regulation (EU) 2016/2286 lays down the rules of a fair use policy which operators may apply with regard to regulated retail roaming services. Operators may apply regulated surcharges on all regulated roaming services in cases where the EU fair use policy is breached.

Conditions and charges for voice and SMS from/to European Union Zone (including Bulgaria) and Internet access in EU Zone countries:

Outbound traffic and SMS from/to European Union Zone countries (including Bulgaria) will be deducted from domestic minute and domestic SMS bundle volumes. Following exhaustion of such domestic minute and SMS bundle volumes or where the tariff plan does not include such volumes, the applicable charges will be calculated on the basis of the per minute/SMS rates set out in the respective subscription plan for calls/SMS to other national networks. Where the domestic subscription plan includes roaming minutes, these will continue to be valid at the conditions applicable so far. Inbound roaming calls will not be charged;

For each roaming MB within EU zone:

In the case of an ‘open data bundle’ subscription plan, the Operator may impose a restriction on the volume of data roaming retail services at the domestic retail price equivalent to twice the volume obtained by dividing the overall domestic retail price of that open data bundle, excluding VAT, corresponding to the entire monthly billing period by the regulated maximum wholesale roaming charge. Upon exhaustion of this volume you may continue to use data roaming services with such surcharge per MB as is equal to the regulated maximum wholesale roaming charge.

Where the Operator does not impose restrictions on the volume of data roaming retail services, users may use up the entire data volume in Bulgaria and in EU zone in accordance with the domestic charges and terms. The specific amount of in-bundle MB for the EU zone may be viewed free of charge at lp.yettel.bg or via the Yettel app at any time following entry into force of the new conditions

If you choose an alternative roaming tariff you will not be able to use the conditions applicable to your domestic subscription roaming plan in EU/EIA member states.

‘Open data bundle’ means a tariff plan for the provision of one or more mobile retail services which does not limit the volume of mobile data retail services included against the payment of a fixed periodic fee, or for which the domestic unit price of mobile data retail services, derived by dividing the overall domestic retail price, excluding VAT, for mobile services corresponding to the entire billing period by the total volume of mobile data retail services available domestically, is lower than the regulated maximum wholesale roaming charge.


Frequently asked questions

Roaming charges will not be eliminated but they will be calculated in a differently to make the service cheaper and more convenient for our travelling customers. This means while you travel within the EU zone you will be able to use your subscription plan like you do at home, under certain conditions.

No. The change in charges will be applied automatically by Yettel and you will not be required to take any actions.

All of them. For example, if your subscription plan provides unlimited calls to all domestic networks, you will be able to call all numbers within the network of an EU zone operator without limitations. If you use a specific bundle, you will be able to use all of the minutes provided and when the volume is exhausted, Yettel will charge you for each out-of-bundle minute in accordance with your domestic subscription plan.

When you are abroad, any calls you make will be charged as calls to other domestic networks according to your domestic subscription plan.

If your tariff plan includes a bundle of free SMS, you will be able to use them without restrictions to all EU zone numbers. If your plan does not include free SMS, Yettel will charge you according to your domestic subscription plan.

After 15 June 2017 inbound calls and SMS in the EU will be free of charge.

If your subscription plan includes a domestic data bundle, you will be able to use your MB while travelling in the EU zone, although some restrictions may be applicable. Yettel will either provide you with a specific data volume or you will be allowed to use your entire current bundle when in roaming with no surcharge. Information on the specific MB volume to be used in EU zone is available to all clients since 15 June 2017 on the Yettel app or on lp.yettel.bg, dedicated to roaming management.

Yettel will apply a surcharge of 0,00587 BGN (including VAT), for each additional MB. Yettel will notify you when you reach 80% of your roaming limit and once again when the limit is exhausted.

All EU member countries plus Norway, Iceland, Liechtenstein and certain French overseas territories.

This will be regarded as roaming outside EU zone and the call will be charged according to the applicable Yettel tariff.

No, this is an international call and will be charged according to Yettel’s tariff plan. Can I use my domestic subscription plan if I am abroad for a longer period of time?

No. The new regulation aims to provide customers with cheaper and better services when travelling. If you spend more time abroad than at home, Yettel will start applying a charge on your roaming consumption.

Yettel detects that you spend more than 50% of your time abroad and the prevailing consumption of mobile services (more than 50% of your total consumption) is within the EU zone for the past 4 months.

Yettel has the right to impose a surcharge on the regulated mobile roaming services within the EU zone when there is a prevailing presence and consumption in the EU zone for purposes other than periodic trips. Yettel will notify you and after 14 days the surcharging for your consumption may start. This means that the minutes, SMS and MB provided under the EU Regulation for roaming in EU zone will only be valid in Bulgaria and you will not be able to use them in EU. If you have a limited volume of MBs provided for roaming in the EU, you will also not be able to use it. The minutes, SMS, and MB used in the EU zone will be charged.

Yettel will start applying the regulated roaming prices within the EU zone when it is found that over the previous 4 months there is a prevailing prevailing consumption on Yettel’s network.

As long as your phone logs into Yettel’s network once a day and we are aware that you are not a permanent resident of another country, you will be able to take advantage of the new rules.

As of 15.06.2017 the customers upon postpaid and prepaid plans will be eligible to use the national minutes and SMS included in their plan for outgoing SMS sending and calls in roaming within the EU roaming zone to Bulgaria, the European Union and country of residence.
After depletion or in the absence of national minutes and SMS the outgoing SMS price and call price in roaming within the EU roaming zone to Bulgaria, European Union and the country of residence is the SMS price and call price to other national networks according to the plan.
The MBs included in the plan are also available for use within the EU roaming zone, but some limitations are possible. Yettel will provide some quantity of MBs (defined according to the Fair use policy), or you will be able to use all current included MB in roaming without additional payment. Information on the specific quantity of MBs for using in roaming within the EU roaming zone is available in the Yettel application and in the roaming management portal on lp.yettel.bg
After depletion or in the absence of national MB the terms and the prices of the MB in the EU zone are like national ones.
After depletion of the MB (defined according to Fair use policy) the mobile internet price per MB within the EU roaming zone is equal to the regulated maximum wholesale roaming price.
This is valid only for customers upon prepaid plans with authorized roaming service.

Information on roaming and international calls with UK from 1 January 2021
In relation with the expiration of the transition period following the United Kingdom leaving the European Union, we inform our customers that at present no changes to the roaming charges are planned as of January 1, 2021. All Yettel customers will use roaming services with the UK under the current conditions valid for the "EU Zone". Yettel customers will be notified at least 30 days in advance in case of any changes.

The minimum initial and subsequent charging of mobile internet in zone European Union is per 1 KB, and for the other zones it is per 100 KB. For customers of programs and add-ons of the BlackBerry service the minimum initial and subsequent charging of mobile internet in zone European Union is per 1 KB and for the other zones it is per 30 KB.
Sending and receiving fax messages in roaming is at the prices of voice calls.

According to the EU Roaming regulation, Yettel provides a protective mechanism, which helps you to avoid high data roaming bills while using mobile internet abroad.

This limit is 117.35 BGN (VAT included) per billing period .

All customers of postpaid plans that have the service international roaming active, have an automatically activated Limit for mobile internet in roaming, valid for all countries in the world.

When failing to observe the rules of the Fair use policy in roaming within the EU roaming zone for a specific service Yettel is eligible to apply charges for this roaming service according to Art. 76E from the General terms. When receiving a notification under Art. 76E from the General terms the customer is entitled to provide evidences that he is not using roaming for purposes different from periodic travels by electronic means, orally or in written form.

SMS value added services in Bulgaria can be used in roaming regardless of the zone the customer is in. The services will be charged with the standard price for sending SMS in Bulgaria to the given number + 1.91 BGN (VAT included). SMS services that are being charged by incoming SMS are charged with the standard price with no change from Bulgaria.

Upon registering in the network of a EU operator, automatically via an SMS, the customer receives information about prices in BGN VAT included per: minute incoming and outgoing call, SMS sent and internet traffic for 1 MB. The price for all calls, SMS sent and services used is deduced from the available credit.

The prices given above are standard but some of the mobile operators charge extra the incoming calls. In these cases, the additional fee is added to the price of the incoming call.

AT&T and T-Mobile, USA charge all outgoing call attempts, regardless of them being successful or not.

Service activation

You can purchase a Roam&Surf add-on with included traffic for mobile roaming internet at any time while you are in Bulgaria or abroad. You can choose the most convenient for you option:
on http://lp.yettel.bg, free of charge in Bulgaria and abroad.
By dialing *123# and choosing one of the options listed.

You can use the Roam&Surf service if you are a residential customer, you are using postpaid or prepaid plan from Yettel and you have activated the service international roaming.

To activate the Roam&Surf service:

Send a blank SMS to number 1212. Sending SMS to 1212 is free from the Yettel network. When abroad the SMS is charged according to the standard roaming prices.
Purchase a Roam&Surf add-on with included mobile internet traffic in roaming.

Once you've activated the Roam&Surf service:

You take advantage of low prices for mobile internet while abroad without having to choose recommended networks;
You could track your usage for free from the mobile management portal lp.yettel.bg

Service management

You can manage the service on lp.yettel.bg. There you can buy the preferred add-on with included traffic for mobile internet, check the add-ons validity and the remaining MB after you've successfully activated the service.

Good to know about the mobile portal lp.yettel.bgis accessible for free in Bulgaria and abroad. You can check the validity of the add-on and the remaining MB, for free, if that is done within the rational usage policy (50 checks per 24 hours)

Service deactivation

If you are in Bulgaria you can send a free SMS to number 12116 with text "STOP";
If you are abroad, you can send a SMS to number 12116 with text "STOP". SMS for deactivation sent abroad is charged according to the standard roaming prices.

Sending SMS to number 12116 with the text "STOP" will result in deactivation of all active add-ons and switching to standard rates.

In case you have not used all of the included MB at the time of deactivation, the remaining MB will be lost.

You can deactivate Roam&Surf service at any time and move to charging per standard roaming prices of mobile internet. In this case the remaining MBs from the purchased Roam&Surf add-on are lost.

The purchased add-on can be used for browsing on mobile phone or computer.
The add-ons for zone European Union can only be used in this zone.
Add-ons for zone Other countries in Europe can be used for this zone, as well as for zone European Union. For EU zone can be used after provided MB for roaming in zone EU. Add-ons cannot be used for zone EU if there is active data package valid for Bulgaria and EU on high or low speed.
Add-ons for zone Countries outside Europe can be used for this zone, as well as the other two zones. For EU zone can be used after provided MB for roaming in zone EU. Add-ons cannot be used for zone EU if there is active data package valid for Bulgaria and EU on high or low speed.
The minimum initial and subsequent charging of mobile internet is 100 KВ. 1 МВ is equal to 1024 KВ. This applies to Blackberry service customers as well.
For customers with subscription plan, the add-on is activated with the first registration in roaming in which the add-on is valid and the registration is made within 30 days of its purchase.
• Subsequent additional add-ons for the same roaming zone may be purchased in roaming both before the expiry date of the current bundle and after exhaustion of the MBs included in it if the customer uses mobile Internet under standard roaming charges. Additional add-ons purchased while there is an active and not exhausted initial add-on are activated at the time of purchase and are automatically added to the current one.
When 80% and 100% of the included MB are depleted, each client will be notified with SMS and then roaming surfing continues at standard roaming rates.

What happens to mobile internet roaming limit if I activate a Roam&Surf add-on?

When purchasing a Roam&Surf add-on, its price and the traffic included in it are not a part of the mobile internet roaming limit.

Example 1:

You have activated the Roam&Surf service and you have purchased a mobile roaming internet add-on Roam&Surf EU M for 10,99 BGN (VAT included). You have active limit for the service mobile internet roaming − 117,35 BGN (VAT included). In this case:

The maximum amount that may be charged in your invoice for using mobile internet in roaming is 117.35 BGN + 10.99 BGN = 128.34 BGN (VAT included).
The internet traffic generated by the service mobile internet roaming in the countries from zone European Union will be deduced from the included MB in the add-on Roam&Surf EU M.

Example 2:

You have only activated limit for internet while roaming in EU − 117.35 BGN (VAT included).

The maximum amount that may be charged in your invoice for using mobile internet in roaming is 117.35 BGN (VAT included).

For postpaid plans

Send a free SMS with text “A” to number 1210.

Send a free SMS with text “D” to number 1210.

Sending SMS for an activation or deactivation in Bulgaria is free of charge and abroad is charged according to the standart roaming prices.

For prepaid plans

If your prepaid plan includes a roaming service and it has been activated, while traveling abroad, you can use your Yettel prepaid SIM to:
make outgoing calls in the network of over 200 operators with which Yettel has signed roaming agreements for prepaid voice services;
receive calls, send and receive SMS to all mobile networks in the networks of over 500 operators in over 180 countries;
use mobile internet, receive and send MMS in the networks of the operators with which Yettel has signed agreements for those services.

• If you haven’t used your prepaid SIM, make sure you have activated it. That means you’ve called at least once from it on the Yettel network. If you do not do that, the SIM will not be active and you will not be able to use it both in Bulgaria and abroad.
• It would be good to top up your credit before leaving. If you don’t have enough credit, people trying to call you probably won’t be able to reach you while you are abroad. If your credit is exhausted while on a call, the call will be dropped.

If the service international roaming is not active on your SIM, you can activate it easily and for free. Dial from your mobile phone *111# and press the call button. You will receive an SMS that confirms successful activation of the service.

If you want to deactivate the service international roaming, dial *112# and press the call button. You will receive an SMS for successful deactivation. Have in mind that activation and deactivation of roaming can only be performed while you are in Bulgaria.

Outgoing calls in roaming

When you are in roaming and make an outgoing call to a number from a different country than you are in, you must always enter the country code to which the outgoing call is. For example, if you are in roaming and you want to call a Bulgarian number, you must dial +359 and then the number itself.
If you do not specify the country code for the outgoing call, the call might not be successful or even can be counted as an added value call that could result in a high bill.

Mobile internet in roaming

Yettel offers you two options - roaming plan Travel’n’Talk (standard roaming prices) and Roam&Surf add-ons. Depending on the country you are in, you may choose one of the two options at: http://lp.telenor.bg. Access to page http://lp.telenor.bg is possible only when using mobile data (when using a wifi network access will not be possible). We recommend using the Yettel app to manage roaming service and roaming add-ons.

• Roaming plan Travel’n’Talk (standard roaming prices): you will be charged based on the consumed traffic of mobile internet according to the price list in EU zone.

• Roam&Surf add-ons with included MB: you can control your bill for mobile internet while in roaming by using the add-ons Roam&Surf. There are no preferred networks and you can benefit from free traffic check anytime.

It is important to know that you can turn off mobile data on your phone, but in this case you won`t be able to use mobile internet.

If you want to use mobile internet without restrictions again, you can follow one of the options below:

Send an SMS with text “STOP” to number 12116.

SMSes sent in Bulgaria are free of charge;
SMSes sent abroad are charged according to the standard roaming prices.

Visit the portal http://lp.telenor.bg and select “Standard roaming prices”;
Dial *123#, option 6, option 2 and choose „Standartni rouming tseni“.

In these cases you will change over to charging of mobile internet in roaming according to the standard roaming prices.

In case you select this option and have not depleted the MB included in the add-on, the remaining MB will be lost.

Upon charging of standard roaming prices, the limit for mobile internet in roaming is applied.

According to the requirements of the European Roaming Regulation, Yettel provides a mechanism which helps customers to avoid high bills while using Mobile Internet abroad. This mechanism is a limit of 117.35 BGN (VAT included) for the billing period valid for subscribers on postpaid plans and for calendar month for subscribers on prepaid plans. The specified limit is only for Mobile Internet in roaming. Only this service is limited after it is reached, and it is monitored in a time close to the real.

The credit limit is the maximum amount that you can reach by making calls and using mobile services. When the amount of your current consumption and the due payables of your SIM cards exceed the credit limit, meaning the sum of your credit limits, your outgoing calls may be suspended.

Since information for calls and SMS in roaming is not always received by Yettel immediately, it is possible that calls cannot be stopped immediately after reaching the credit limit. The mobile roaming limit is applicable only to this service and is set at a time close to the actual.

About the difference between national calls, internationals call and roaming calls

If you are in Bulgaria and you make a call from a Bulgarian number to another Bulgarian number this is a national call. It doesn’t matter whether the call receiver is in Bulgaria or not. The key conditions are the customer that makes the call – to be in Bulgaria, the calling number to be a Bulgarian number and the receiver’s number.

What is an international call? If you are in Bulgaria and you make a call from a Bulgarian number to a foreign operator’s number, this is an international call. The key condition is that the receiver’s number is from a foreign operator’s network. Even if the call receiver is in Bulgaria, the call will be registered and charged as international.

This is a call made abroad by one operator’s customer in the network of another. The key condition here is to be abroad and to call from your Bulgarian number.

If you have minutes for international calls in your postpaid plan, they are not valid in roaming regardless of the foreign country you are in. This means that you are eligible to use the minutes for international calls only if you are in Bulgaria and initiate an outgoing call from Bulgarian number to a number from foreign operator’s network.

Permanent roaming usage in Turkey

Under Turkish law 7186 & 23, permanent roamers will have limited access to Turkish mobile networks.
This law applies to a permanent roaming users of mobile data.
A permanent roamer of mobile data is defined as: a user of roaming services from the same IMEI for 91 days (accumulated) or for a period of more than 120 days.
If classified according to the above description, the access to the Turkish mobile network of this user will be suspended and notified with a text message from the respective Turkish operator.
