How is redirecting a call from one number to another charged?

When you activate forwarding from one number to another number or Voice mailbox, the caller reach the the number to which incoming calls are redirected, respectively Voice mailbox. These calls are charged as outgoing calls from the first number to the number to which calls are redirected, respectively Voice mail.
